CHANGES TO THE HYPER-AMORTIZATION OF THE SABATINI LAW

But let's talk about TODAY and the possibility of immediately bringing back not only physical goods, but also software platforms and services provided as long as they are in view of a modernization related to the Industrial Internet (or industry4.0 or IoT)

After having finally disclosed the detailed list of goods that will be able to access the tax breaks decided by the government: the good news is that even the automation and to the extent that they are connected to other material assets encouraged: here are the latest extensions and changes approved.

In practice, anyone who purchases an instrumental asset and the relevant software will be able to benefit from a facilitation for the latter too. For software and intangible assets, the benefit will be 140%.

The list is divided into two parts. Attachment A, dedicated to tangible assets, and attachment B dedicated to software: let's go into detail.

Intangible assets (software, systems and /system integration, platforms and applications) connected to investments in Industry 4.0 tangible assets

The applications asking for software to be included among the subsidized goods were accepted.

TWO FIXED POINTS: the first is that software must be “connected to investments in Industry 4.0 material assets”; the second is that for intangible assets the benefit will not be that of hyper-depreciation at 250%, but "only" of super-depreciation (at 140%).

In any case, the forecast is positive, considering that a modernization in an industry 4.0 key is almost always composed of both a hardware and a software component, which has so far been excluded from any incentive.

  • Software, systems, platforms (…) for the simultaneous verification of the production process, the product and its characteristics (functional and environmental impact) and/or digital archiving integrated into the company information system of information relating to the life cycle of the product (EDM, PDM, PLM, Big Data Analytics systems)
  • software, systems, platforms and applications for the design and re-design of production systems that take into account material and information flows
  • decision support software, systems, platforms and applications capable of interpreting data analyzed from the field and displaying specific actions to online operators to improve product quality and production system efficiency
  • software, systems, platforms and applications for the management and coordination of production with high characteristics of integration of service activities, such as factory logistics and maintenance (such as intra-factory communication systems, fieldbus/fieldbus, SCADA systems, MES systems, CMMS systems, innovative solutions with characteristics attributable to the IoT and/or cloud computing paradigms)
  • software, systems, platforms and applications for monitoring and controlling the working conditions of machines and production systems interfaced with factory information systems and/or with cloud solutions
  • software, systems, platforms and applications capable of communicating and sharing data and information both with each other and with the surrounding environment and actors (Industrial Internet of Things) thanks to a network of interconnected intelligent sensors
  • software, systems, platforms and applications for dispatching activities and routing products in production systems
  • software, systems, platforms and applications for quality management at the production system level and related processes
  • software, systems, platforms and applications for accessing a virtualised, shared and configurable set of resources to support production processes and production and/or supply chain management (cloud computing)
  • software, systems, platforms and applications for industrial analytics dedicated to the treatment and processing of big data from IoT sensors applied in the industrial field (Data Analytics & Visualization, Simulation and Forecasting)
  • software, systems, platforms and applications for automated and intelligent production, characterized by high cognitive capacity, interaction and context adaptation, self-learning and reconfigurability (cybersystem)
  • software, systems, platforms and applications for use along the production lines of robots, collaborative robots and intelligent machines for the safety and health of workers, the quality of final products and predictive maintenance
  • software, systems, platforms and applications for the management of augmented reality through wearable devices
  • software, systems, platforms and applications for devices and new interfaces between man and machine that allow the acquisition, transmission and processing of information in vocal, visual and tactile format
  • software, systems, platforms and applications for the intelligence of plants that guarantee energy efficiency and decentralization mechanisms in which the production and/or storage of energy can also be delegated (at least partially) to the factory
  • software, systems, platforms and applications for the protection of networks, data, programs, machines and plants against attacks, damage and unauthorized access (cybersecurity)
  • virtual industrialization software, systems, platforms and applications which, by virtually simulating the new environment and uploading the information to the cyber-physical systems at the end of all the checks, make it possible to avoid hours of testing and downtime along the real production lines.
