  •  Introduction – What is PSA?  

The PSA or Water Safety Plan (WSP or Water Safety Plan) has become an integral part of the European legislation with the directive 2015/1787 which amended Annexes II and III of Council Directive 98/83/EC concerning the quality of water intended for human consumption, and gave individual States two years to adapt to the new legislation.

Substantially, the PSA tends to redefine the drinking water control model, based until then on the surveillance of circumscribed segments of the aqueduct system (withdrawal-treatment-distribution) and on sample monitoring of the water distributed in the network, transforming it into a global risk management system extended to the entire water supply chain from collection to the final user point.

  •  PSA AND RISK ASSESSMENT  

The PSA will allow the aqueducts that adopt the model, once implemented, to decide together with the ASL and to the other competent authorities, on the basis of a risk assessment, what are the parameters to be monitored in relation to the risks actually present in the area and carefully analysed.

In fact, it becomes possible to choose to increase or reduce the frequency of sampling in the supply areas, as well as extend the list of substances to be monitored in case of public health concerns, also actively involving local community stakeholders. The flexibility in the monitoring of the parameters and in the sampling frequency is framed in a series of requirements to be respected, to ensure the protection of citizens' health.

This will make it possible to drastically reduce the possibility of contamination of the captured waters and to mitigate or remove the presence of chemical and microbiological risk factors through properly designed, executed and controlled water treatments and, finally, to prevent any contamination during storage and distribution of water to the point of delivery.

In practice, for each aqueduct system, the possible dangers that can compromise the safety of water in every phase of its presence in the natural environment, collection, treatment and distribution up to the tap, will be evaluated, estimating the risk and the possible impact on health and , above all, by redefining the measures to avoid dangers.

The result of the implementation of the PSA is a system under control and a high quality of the water supplied over time, guaranteed by measurable evidence. A multidisciplinary and multifaceted work, defined in the document published by the Istituto Superiore di Sanità in the ISTISAN Report 14/21 entitled

"Guidelines for risk assessment and management in the supply chain of water intended for human consumption according to the model of Water Security Plan" (document available on the ISS website http://www.iss.it/binary/publ/cont/14_21_web.pdf)

The reference is also to the European Directive 98/83 called

"Drinking Water Directive” (http://ec.europa.eu/environment/water/water-drink/legislation_en.html), subject to further updates in October 2015, with the introduction of requests for efficient monitoring of water to preserve public health.

  • Network monitoring and water quality  

One of the key points in the model to be adopted to ensure homogeneity in both the quality and continuity of service delivery lies in the adoption of a remote control system with the acquisition, collection and logging of data (SCADA and Historian) for correct monitoring of all important points in the aqueduct distribution network. It is important that the remote control system is supported by one for the collection and storage of laboratory data and information that can be easily referred to the measurement points in the field.

These are functions found in products such as Historian, in which it is possible to bring together data and information not only from sensors scattered throughout the territory, but it is also foreseen that data and information come from files generated by laboratory systems and instruments, which must refer to the various withdrawal points and be "attached" to the plant management reports.

The data on which to focus the attention of the managers of the aqueduct systems usually arrive via a series of sensors connected to the remote control capable of bringing together the information on the quality, flows and pressures detected in the various points of the network during the delivery of the service on an ongoing basis, so as to be able to build the operating model in the various time slots of the day and in the various seasons of the year, also in consideration of any variations in the population, climatic data, the trend of atmospheric precipitation and water quality parameters.

GE iFix is probably the most widely used HMI/SCADA product in aqueduct remote control applications in Italy and internationally: it boasts thousands of installations in applications from a few dozen points monitored locally up to applications with tens/hundreds of thousands of data collected in large geographic areas. As mentioned, Historian not only allows you to collect and historicize data that flow directly from the sensors connected to the remote control system, but it is also possible to insert data from files generated by stand-alone subsystems, laboratory instruments and systems or even entered manually.

GE Historian Analysis is the GE Historian Add-On that provides web technology clients, enabling Big Data analysis, extraction of current and historical data for reports and continuous process improvement. 4.4 Dream Report for Water Balance   Dream Report® is the first easy-to-use, programming-free industrial reporting and analysis software specifically designed for control and telecontrol systems. It is perfectly suited for timely reporting on Water Quality and Water Balances.

WIN911 Alarm Notification  

WIN-911® is a real-time event and alarm notification package (also on smartphones) that works with the existing remote control system, and/or with SCADA systems (such as GEDigital iFix), with the aim of alerting personnel in the event of anomalous conditions .
