Il World Water Day was born with the aim of drawing attention to the importance of the water resource and to promote its more responsible and aware consumption, since the health of our planet but also of our bodies depends on water. It is also an opportunity to raise public awareness of this precious resource. And the theme of this day is "Valuing water".

On the occasion of this World Water Day, Laboratorio REF presents a report that takes a snapshot of the situation with an analysis of the relationship between water and citizens in Italy. REF Searches is a think tank that intends to bring together selected representatives of the world of business, institutions and finance in order to relaunch the debate on the future of Local Public Services.

The sector of water supply system managers is required to constantly improve the quality of the service. This entails always facing new challenges: from cost reduction to attention to environmental problems, from compliance with new regulations to growing demand. Added to this is that many operators have to deal with the age and diversity of the plants and systems available to ensure the necessary efficiency.

There are two issues that have long been on the table of aqueduct managers, not only in Italy and Europe, but on a global level: water quality and management/reduction of losses.

Both concern compliance with regulations that aim to improve the "product/service" they offer and have direct impacts on three aspects that are vital for anyone running an aqueduct:

  • the level of service to citizens
  • the efficiency of the systems to ensure continuity of service
  • the reduction of delivery costs.

On the one hand, the World Health Organization introduced the dei model over a decade ago Water Safety Plans (Water Safety Plans, PSA) as the most effective means of systematically guaranteeing the safety of a drinking water system, the quality of the water supplied and the protection of the health of consumers/users/citizens.

On the other hand, the Environment Directorate of the European Commission published in 2015 the document "Good practices for the management of water losses”, which has become the updated technical and regulatory reference for the management of losses for all European managers and regulators.
